Working within a Highly Restrictive Environment
The first seven stations, highlighted in the Station Modernisation and Enhancement Programme (SMEP) of London Underground (LUL) were ready for refurbishment. The main challenge was to keep the trains running to schedule throughout the regeneration work, which restricted access to only 4 hours per night.
With some of the work at Kilburn being below ground and needing to be conducted in confined spaces, contractors would need to be conversant with the rigorous health and safety permit to work requirements. In addition, precise working procedures of London Underground Safety Systems would need to be strictly followed.
Partnership of Experts
A partnership of suppliers, who had previously worked within the confines of the underground, was chosen. The partnership provided a strong management structure, easing co-ordination and working to the individual strengths of each company. Our installation engineers were chosen for the electrical and mechanical aspects of the refurbishment for both stations.
Special Persons in Charge were appointed to take care of the safety of each team. A strict permit to work system was enforced, to give added protection to engineers and lone workers were prohibited. Being conversant with the ISO 9001 quality assured environment, the projects team were able to quickly transfer their work ethics to LUL’s stringent procedures. Company systems were able to accommodate necessary amendments, giving an accurate account of the final installation.

Using a partnership with a proven track record and an understanding of the specialist and often onerous characteristics of the business gave confidence in the partnership’s performance.
Future Opportunities
Involvement with the 30 year programme of modernisation and enhancement has continued with the successful completion of St Johns Wood Station. LUL has requested tenders from the partnership for the next stage of station modernisations.
